Dr. Chen has over 27 years of experience as a special education teacher, bilingual educational diagnostician, district level administrator and university professor. She uses the most current evidenced-based practices, by not only teaching at the university level, but also through her continued work as educational practitioner. Dr. Chen is an expert on evaluating Culturally and/or Linguistically Diverse (CLD) learners. She provides professional development, using research-based practices, tailored to meet the needs of school districts. She is also able to provide these services in English or Spanish. Some of our most requested topics include Evaluating Culturally and Linguistically Diverse Learners, Impact of Culture on Student Achievement, How to Evaluate Students for Dyslexia, and Determining Language Dominance and Proficiency, just to name a few. In addition, Dr. Chen develops and offer Parent Training sessions in Spanish and English as requested.
Dr. Chen is trained in best practices for interpreting for Individualized Educational Plan (IEP) meetings or other meetings for parents who speak another language other than English. She also translates documents using specialized terminology specific to the field of education, including, but not limited to Special Education, Gifted and Talented, Bilingual Education, and Section 504. Dr. Chen also provides training to schools on how to appropriately and effectively use of interpreters during meetings for parents who speak a language other than English.
As a former special education director and educational diagnostician, Dr. Chen has specific skills and the ability to effectively coach directors and assist school districts with compliance monitoring. Dr. Chen has experience in creating systems for ensuring that districts are meeting requirements 0f state and federal laws and regulations related to areas such as special education, Bilingual/ESL, and Section 504.
Compliance reviews can be used to monitor any process that requires adherence to a set of standards, a review process, and corrective action planning. At the request of our clients, we also provide onsite support and coaching.
Dr. Chen is a practicing bilingual educational diagnostician. She is considered an expert in her field and is called to train school district staff on best practices for evaluating students for special education. She has extensive knowledge of diverse learners and is well trained in conducting culturally responsive evaluations, focused on differentiating between cultural/ language differences and disabilities. We specialize in bilingual (Spanish/English) evaluations.
Dr. Chen also conducts Independent Evaluations (IEEs) for parents.
